完善建筑領域碳排放核算體系 助力城鄉建設綠色低碳發展

近(jin)日,國家(jia)連續發布《關于完整(zheng)準確全面貫徹新發展理念(nian)做好(hao)碳達峰(feng)碳中(zhong)(zhong)和(he)工作的意見(jian)》(以(yi)(yi)下簡稱(cheng)《意見(jian)》)、《2030年前(qian)碳達峰(feng)行(xing)動方案》(以(yi)(yi)下簡稱(cheng)《方案》),對碳達峰(feng)、碳中(zhong)(zhong)和(he)工作作出總體(ti)部署。

構(gou)建(jian)(jian)碳(tan)(tan)(tan)排(pai)放(fang)核(he)(he)算體(ti)系(xi)(xi)是支撐雙碳(tan)(tan)(tan)目(mu)(mu)標的(de)一(yi)(yi)項基礎性(xing)工(gong)(gong)作(zuo),中(zhong)央文件特別(bie)強調要“加快建(jian)(jian)立統(tong)(tong)一(yi)(yi)規范的(de)碳(tan)(tan)(tan)排(pai)放(fang)統(tong)(tong)計核(he)(he)算體(ti)系(xi)(xi)”,國家碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中(zhong)和(he)工(gong)(gong)作(zuo)領(ling)導(dao)小組(zu)(zu)辦公室(shi)特別(bie)成立碳(tan)(tan)(tan)排(pai)放(fang)統(tong)(tong)計核(he)(he)算工(gong)(gong)作(zuo)組(zu)(zu)。建(jian)(jian)筑(zhu)(zhu)領(ling)域全過(guo)程(含建(jian)(jian)材生產、建(jian)(jian)筑(zhu)(zhu)施工(gong)(gong)和(he)既有建(jian)(jian)筑(zhu)(zhu)運行)碳(tan)(tan)(tan)排(pai)放(fang)超過(guo)全國碳(tan)(tan)(tan)排(pai)放(fang)總量的(de)50%,是實(shi)現國家雙碳(tan)(tan)(tan)目(mu)(mu)標的(de)關鍵領(ling)域。然而,我國建(jian)(jian)筑(zhu)(zhu)領(ling)域碳(tan)(tan)(tan)排(pai)放(fang)數據(ju)量化方面(mian)存在(zai)明顯短板(ban),建(jian)(jian)筑(zhu)(zhu)能(neng)耗統(tong)(tong)計制(zhi)度不完(wan)善、碳(tan)(tan)(tan)排(pai)放(fang)核(he)(he)算方法(fa)學與(yu)(yu)標準(zhun)體(ti)系(xi)(xi)不完(wan)備、數據(ju)共享機制(zhi)不健(jian)全,制(zhi)約了(le)建(jian)(jian)筑(zhu)(zhu)領(ling)域碳(tan)(tan)(tan)排(pai)放(fang)量化目(mu)(mu)標的(de)設定、分解(jie)與(yu)(yu)落(luo)實(shi)。建(jian)(jian)筑(zhu)(zhu)領(ling)域碳(tan)(tan)(tan)排(pai)放(fang)核(he)(he)算體(ti)系(xi)(xi)亟須建(jian)(jian)立健(jian)全。

正視問題(ti)與短(duan)板

建(jian)(jian)(jian)筑能(neng)(neng)(neng)耗統(tong)(tong)計(ji)(ji)制度(du)(du)有(you)待(dai)完(wan)善(shan)。一(yi)是(shi)我(wo)(wo)(wo)國(guo)能(neng)(neng)(neng)源消(xiao)費(fei)統(tong)(tong)計(ji)(ji)體系尚(shang)未與國(guo)際(ji)接軌,建(jian)(jian)(jian)筑能(neng)(neng)(neng)耗未被作為一(yi)類能(neng)(neng)(neng)源消(xiao)費(fei)進行單(dan)獨統(tong)(tong)計(ji)(ji),而(er)是(shi)被分割匯雜在(zai)能(neng)(neng)(neng)源消(xiao)耗的(de)(de)(de)各(ge)個(ge)領域,這是(shi)造成(cheng)我(wo)(wo)(wo)國(guo)建(jian)(jian)(jian)筑能(neng)(neng)(neng)耗權威統(tong)(tong)計(ji)(ji)數(shu)(shu)據缺失的(de)(de)(de)根本原因。二是(shi)我(wo)(wo)(wo)國(guo)民用建(jian)(jian)(jian)筑能(neng)(neng)(neng)耗統(tong)(tong)計(ji)(ji)報(bao)表(biao)制度(du)(du)有(you)待(dai)進一(yi)步完(wan)善(shan)。盡管住房和城鄉建(jian)(jian)(jian)設部早在(zai)2010年(nian)就開始實施民用建(jian)(jian)(jian)筑能(neng)(neng)(neng)耗統(tong)(tong)計(ji)(ji)報(bao)表(biao)制度(du)(du),但(dan)調(diao)查工作是(shi)通過逐級下(xia)達行政(zheng)命令的(de)(de)(de)方式(shi)開展(zhan)的(de)(de)(de),多數(shu)(shu)省市(shi)的(de)(de)(de)調(diao)查任務最后落(luo)到了(le)街道基(ji)層(ceng)部門。由于基(ji)層(ceng)實施人員(yuan)數(shu)(shu)量嚴重(zhong)不足(zu)、專業知識缺乏,并且面臨(lin)統(tong)(tong)籌協調(diao)難度(du)(du)大、工作經費(fei)缺乏等諸多問題,導致統(tong)(tong)計(ji)(ji)數(shu)(shu)據質量難以保(bao)障。統(tong)(tong)計(ji)(ji)是(shi)一(yi)項專業性很(hen)強的(de)(de)(de)工作,行政(zheng)命令式(shi)的(de)(de)(de)調(diao)查不符(fu)合現代統(tong)(tong)計(ji)(ji)制度(du)(du)的(de)(de)(de)發(fa)展(zhan)方向。

建(jian)(jian)筑(zhu)領(ling)域(yu)碳(tan)(tan)排放(fang)(fang)核(he)算(suan)方法學(xue)和標準(zhun)(zhun)體系尚未建(jian)(jian)立。2019年,我(wo)國發(fa)布了(le)《建(jian)(jian)筑(zhu)碳(tan)(tan)排放(fang)(fang)計算(suan)標準(zhun)(zhun)》,是首部建(jian)(jian)筑(zhu)碳(tan)(tan)排放(fang)(fang)相關(guan)的(de)國家標準(zhun)(zhun),適用于(yu)建(jian)(jian)筑(zhu)物(wu)建(jian)(jian)造、運行和拆除(chu)全生命周期碳(tan)(tan)排放(fang)(fang)計算(suan)。在當前雙(shuang)碳(tan)(tan)背景下,該(gai)(gai)標準(zhun)(zhun)無(wu)法滿足城(cheng)(cheng)鄉建(jian)(jian)設領(ling)域(yu)的(de)發(fa)展需求,一方面該(gai)(gai)標準(zhun)(zhun)對裝配式建(jian)(jian)筑(zhu)考(kao)慮不足,難(nan)以滿足裝配式建(jian)(jian)筑(zhu)建(jian)(jian)造碳(tan)(tan)排放(fang)(fang)核(he)算(suan)。另一方面,城(cheng)(cheng)鄉建(jian)(jian)設領(ling)域(yu)雙(shuang)碳(tan)(tan)工作,還(huan)涉及污水處理等市(shi)政設施、建(jian)(jian)筑(zhu)業/房地產企業、新建(jian)(jian)城(cheng)(cheng)區等城(cheng)(cheng)鄉建(jian)(jian)設各(ge)領(ling)域(yu)、各(ge)層級的(de)碳(tan)(tan)排放(fang)(fang)核(he)算(suan),而這類碳(tan)(tan)排放(fang)(fang)核(he)算(suan)方法學(xue)和標準(zhun)(zhun)體系均未建(jian)(jian)立。

建(jian)(jian)筑(zhu)(zhu)(zhu)碳排(pai)(pai)放(fang)數(shu)(shu)(shu)據共(gong)享(xiang)機制尚未形成。主(zhu)要表現在三個方(fang)面:一是(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)用(yong)(yong)能(neng)、用(yong)(yong)氣、用(yong)(yong)水(shui)、用(yong)(yong)熱等數(shu)(shu)(shu)據共(gong)享(xiang)渠道(dao)尚未打通;二(er)是(shi)由于缺乏相(xiang)(xiang)關(guan)制度支撐(cheng),官(guan)方(fang)掌握(wo)的(de)建(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)耗(hao)相(xiang)(xiang)關(guan)數(shu)(shu)(shu)據不便(bian)公開,如民用(yong)(yong)建(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)耗(hao)統計報(bao)表數(shu)(shu)(shu)據、大型公共(gong)建(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)耗(hao)監測(ce)平臺(tai)數(shu)(shu)(shu)據等;三是(shi)全(quan)國統一的(de)建(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)耗(hao)與碳排(pai)(pai)放(fang)數(shu)(shu)(shu)據平臺(tai)尚未建(jian)(jian)立。

建立(li)健全體(ti)系機制

健(jian)(jian)全(quan)建(jian)(jian)筑(zhu)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)監(jian)(jian)測與(yu)計(ji)(ji)(ji)(ji)(ji)量(liang)體(ti)系(xi)(xi)(xi)。《意見》指(zhi)出,“健(jian)(jian)全(quan)電(dian)力(li)、鋼鐵、建(jian)(jian)筑(zhu)等行業領域(yu)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)監(jian)(jian)測和計(ji)(ji)(ji)(ji)(ji)量(liang)體(ti)系(xi)(xi)(xi),加強(qiang)重點用(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)(neng)單位能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)在(zai)線監(jian)(jian)測系(xi)(xi)(xi)統(tong)(tong)(tong)建(jian)(jian)設。”健(jian)(jian)全(quan)建(jian)(jian)筑(zhu)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)監(jian)(jian)測與(yu)計(ji)(ji)(ji)(ji)(ji)量(liang)體(ti)系(xi)(xi)(xi),做(zuo)好以(yi)下三個方面工作:一是完善(shan)建(jian)(jian)筑(zhu)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)報表制(zhi)度。我國建(jian)(jian)筑(zhu)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)制(zhi)度改革方向應與(yu)國際接軌,并(bing)入國家能(neng)(neng)(neng)(neng)(neng)(neng)源統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)體(ti)系(xi)(xi)(xi)。其中(zhong)居住建(jian)(jian)筑(zhu)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)建(jian)(jian)議并(bing)入國家住戶(hu)調(diao)查制(zhi)度,公(gong)共(gong)建(jian)(jian)筑(zhu)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)、城鎮集中(zhong)采暖(nuan)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)在(zai)民(min)用(yong)(yong)(yong)建(jian)(jian)筑(zhu)報表制(zhi)度基礎上進一步完善(shan)。二是與(yu)電(dian)力(li)部門協同,以(yi)滿足用(yong)(yong)(yong)戶(hu)需求為導向推動新時(shi)期公(gong)共(gong)建(jian)(jian)筑(zhu)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)監(jian)(jian)測平(ping)臺建(jian)(jian)設。總(zong)結此前工作的(de)經(jing)驗與(yu)教訓(xun),新時(shi)期公(gong)共(gong)建(jian)(jian)筑(zhu)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)監(jian)(jian)測平(ping)臺建(jian)(jian)設應立足于市(shi)場(chang)化(hua)手段,以(yi)滿足業主用(yong)(yong)(yong)能(neng)(neng)(neng)(neng)(neng)(neng)管(guan)(guan)理需求為導向,淡化(hua)“監(jian)(jian)管(guan)(guan)”概念,讓用(yong)(yong)(yong)戶(hu)真正用(yong)(yong)(yong)起(qi)來(lai),才能(neng)(neng)(neng)(neng)(neng)(neng)保(bao)證平(ping)臺的(de)長(chang)期可持續運行。同時(shi)與(yu)電(dian)力(li)部門協同,引入電(dian)力(li)大(da)數據,確(que)保(bao)監(jian)(jian)測平(ping)臺數據準(zhun)確(que)可靠。三是加快推進供熱計(ji)(ji)(ji)(ji)(ji)量(liang)改革,將終(zhong)端(duan)用(yong)(yong)(yong)熱納入建(jian)(jian)筑(zhu)能(neng)(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)統(tong)(tong)(tong)計(ji)(ji)(ji)(ji)(ji)體(ti)系(xi)(xi)(xi)之中(zhong)。

構建(jian)(jian)(jian)城鄉建(jian)(jian)(jian)設各領域(yu)各層級碳(tan)(tan)(tan)(tan)排(pai)(pai)放(fang)(fang)核算(suan)(suan)標(biao)(biao)(biao)準體系。《方案》指出,“支持行業、企業依據(ju)自身特點(dian)開展碳(tan)(tan)(tan)(tan)排(pai)(pai)放(fang)(fang)核算(suan)(suan)方法學研究,建(jian)(jian)(jian)立健(jian)全(quan)(quan)碳(tan)(tan)(tan)(tan)排(pai)(pai)放(fang)(fang)計(ji)量體系”。健(jian)全(quan)(quan)城鄉建(jian)(jian)(jian)設領域(yu)碳(tan)(tan)(tan)(tan)排(pai)(pai)放(fang)(fang)核算(suan)(suan)標(biao)(biao)(biao)準體系,主要建(jian)(jian)(jian)立以下(xia)幾個層級標(biao)(biao)(biao)準:一是裝配(pei)式建(jian)(jian)(jian)筑部品部件碳(tan)(tan)(tan)(tan)排(pai)(pai)放(fang)(fang)標(biao)(biao)(biao)準,構建(jian)(jian)(jian)碳(tan)(tan)(tan)(tan)排(pai)(pai)放(fang)(fang)因子庫;二是建(jian)(jian)(jian)筑和市政設施等(deng)項目(mu)層面碳(tan)(tan)(tan)(tan)排(pai)(pai)放(fang)(fang)核算(suan)(suan)標(biao)(biao)(biao)準;三是建(jian)(jian)(jian)筑業企業、房地產(chan)企業等(deng)組織(zhi)層面碳(tan)(tan)(tan)(tan)排(pai)(pai)放(fang)(fang)核查核算(suan)(suan)報告標(biao)(biao)(biao)準;四是新(xin)城區建(jian)(jian)(jian)設等(deng)區域(yu)層面碳(tan)(tan)(tan)(tan)排(pai)(pai)放(fang)(fang)核算(suan)(suan)標(biao)(biao)(biao)準;五(wu)是城市及省級層面城鄉建(jian)(jian)(jian)設領域(yu)碳(tan)(tan)(tan)(tan)核算(suan)(suan)標(biao)(biao)(biao)準。

搭建(jian)(jian)(jian)城鄉建(jian)(jian)(jian)設領域(yu)碳(tan)(tan)(tan)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)共(gong)享機(ji)制(zhi)(zhi)。《關于(yu)推動城鄉建(jian)(jian)(jian)設綠色發展的(de)(de)(de)(de)意(yi)見》提出,“建(jian)(jian)(jian)立(li)城市建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)用水、用電、用氣(qi)、用熱等數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)共(gong)享機(ji)制(zhi)(zhi),提升建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)監測能(neng)(neng)(neng)(neng)力”。一(yi)是(shi)建(jian)(jian)(jian)立(li)健全建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)碳(tan)(tan)(tan)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)公(gong)開(kai)與(yu)共(gong)享制(zhi)(zhi)度,明(ming)確用能(neng)(neng)(neng)(neng)單位、能(neng)(neng)(neng)(neng)源供(gong)給單位、政府主管部(bu)門各(ge)方(fang)主體的(de)(de)(de)(de)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)公(gong)開(kai)或共(gong)享的(de)(de)(de)(de)責(ze)任(ren)和義務,并嚴格執行相(xiang)關規定。實(shi)際上,我國建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)公(gong)開(kai)是(shi)有(you)法(fa)律依(yi)據(ju)(ju)(ju)的(de)(de)(de)(de),例(li)如(ru)《民(min)用建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節能(neng)(neng)(neng)(neng)條例(li)》規定:縣級(ji)以上人民(min)政府應當將本(ben)行政區域(yu)內(nei)的(de)(de)(de)(de)國家機(ji)關辦公(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)和大型公(gong)共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)供(gong)暖、制(zhi)(zhi)冷、照(zhao)明(ming)的(de)(de)(de)(de)能(neng)(neng)(neng)(neng)源消耗(hao)(hao)(hao)情(qing)況向社會(hui)公(gong)布。二是(shi)搭建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)與(yu)碳(tan)(tan)(tan)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)共(gong)享平臺。加快建(jian)(jian)(jian)立(li)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)與(yu)碳(tan)(tan)(tan)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)信息共(gong)享平臺,通(tong)過數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)公(gong)開(kai)與(yu)共(gong)享,將宏觀區域(yu)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)與(yu)碳(tan)(tan)(tan)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju),建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)(neng)耗(hao)(hao)(hao)統計(ji)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)、監測數(shu)(shu)(shu)(shu)據(ju)(ju)(ju),企業碳(tan)(tan)(tan)披露數(shu)(shu)(shu)(shu)據(ju)(ju)(ju),建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)工(gong)程項(xiang)目碳(tan)(tan)(tan)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju),建(jian)(jian)(jian)材碳(tan)(tan)(tan)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)因(yin)子(zi)(zi)、建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)部(bu)品(pin)部(bu)件碳(tan)(tan)(tan)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)因(yin)子(zi)(zi)等各(ge)類數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)匯集在(zai)一(yi)起,讓(rang)信息數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)在(zai)市場中流動起來,才可(ke)能(neng)(neng)(neng)(neng)利(li)用大數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)手段進行分析,產生建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節能(neng)(neng)(neng)(neng)與(yu)減排(pai)(pai)(pai)(pai)(pai)(pai)新的(de)(de)(de)(de)模式(shi)與(yu)機(ji)遇。三是(shi)研究開(kai)發建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)碳(tan)(tan)(tan)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)數(shu)(shu)(shu)(shu)據(ju)(ju)(ju)挖掘與(yu)分析工(gong)具。如(ru)依(yi)據(ju)(ju)(ju)國家標準,開(kai)發通(tong)用的(de)(de)(de)(de)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)碳(tan)(tan)(tan)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)計(ji)算工(gong)具,集成相(xiang)應的(de)(de)(de)(de)方(fang)法(fa)學和動態更新的(de)(de)(de)(de)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)因(yin)子(zi)(zi)庫,以滿足《建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節能(neng)(neng)(neng)(neng)與(yu)可(ke)再生能(neng)(neng)(neng)(neng)源利(li)用通(tong)用規范》提出的(de)(de)(de)(de)關于(yu)碳(tan)(tan)(tan)排(pai)(pai)(pai)(pai)(pai)(pai)放(fang)(fang)計(ji)算的(de)(de)(de)(de)強制(zhi)(zhi)要求。

建(jian)筑領域(yu)碳(tan)(tan)達峰(feng)、碳(tan)(tan)中和面(mian)臨著一系(xi)(xi)列困(kun)難與挑戰。我國的(de)城鎮化仍在(zai)進(jin)行,建(jian)筑面(mian)積還(huan)未(wei)達峰(feng),人民(min)的(de)用能(neng)需求還(huan)在(zai)增長(chang)……天下大(da)事,必(bi)作(zuo)于細。沒有可(ke)靠(kao)的(de)建(jian)筑領域(yu)碳(tan)(tan)排放數據,就(jiu)沒有辦法摸清現狀,更無法制定出符合實際的(de)減碳(tan)(tan)規(gui)劃。完善建(jian)筑領域(yu)碳(tan)(tan)排放核算(suan)體系(xi)(xi),做(zuo)好建(jian)筑碳(tan)(tan)排放數據的(de)基礎(chu)性工作(zuo),讓建(jian)筑領域(yu)實現雙碳(tan)(tan)目(mu)標有數可(ke)依,有據可(ke)循(xun)。
